Summary
NASA's Office of Procurement is seeking highly skilled individuals to serve as Lead Contract Specialists for a variety of complex cost reimbursable and fixed price, multi-year contracts, including secondary administration.

In addition to the Basic Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Performing procurements and contract administration across a broad selection of contract types, various contract subject matters (including both services and supplies), and utilizing various procurement processes and transactions (including competitive and sole source); Managing contractual actions involving multiple, multi-million dollar contracts with complex requirements and involving multi-year periods of performance; Reviews the planning and evaluating of the acquisition processes. Required Selective Factor: You must also meet one of the following requirements to be considered for this position: A. Certification: Possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or level III Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification. OR B. Training: Completion of all mandatory training prescribed by the head of the agency for level III Federal Acquisition Certification-Contracting (FAC-C) https://www.hq.nasa.gov/office/procurement/other/NASA-FAC-C-Curriculum-Table.pdf, and at least 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

The ideal candidate has experience recommending, developing, and implementing policies and procedures to procure supplies, services, for construction or research and development projects using formal advertising or negotiation procedures to evaluate contract price proposals and policies.
